Quinoa Error class.
Quinoa_Error is an generic Exception class that based on the settings of the config.xml of the project display a message along with the error trace for debug purposes. It is shut off with the $CONFIG->DEBUG_LEVEL turn to deployment. In that case it sends the errors over by mail to the email configured to receive the messages
